The Western Region Manager, Statewide Logistics Manager is a full-time grant-funded position that 1) manages the administrative and operational tasks of one of four regions within the Arizona Coalition for Healthcare Emergency Response (AzCHER); and 2) oversees the coalition’s statewide logistics needs, including supply chain integrity, asset assessments, and coordination with the state’s emergency volunteer program. The position belongs to a six-person emergency preparedness team, requiring the incumbent to possess strong communication, information-sharing, and team-building skills. Reporting to the Executive Director, the incumbent will be responsible for regional contributions through effective relationship and volunteer management as well as knowledge of regional risks and hazards, while adhering and contributing to the requirements, deliverables, and mandates of the statewide coalition. Preference will be given to candidates residing in one of the following Arizona counties: La Paz, Mohave, or Yuma.
Major Activities - Regional
Steering Committee volunteer recruitment and management
Schedule, facilitate, and compose minutes of Regional Steering Committee meetings/calls
Guide Steering Committee activities to ensure the collective regional voice drives preparedness and response decision-making
Facilitate and monitor regional work group activities to ensure completion of deliverables
Oversee regional planning, risk assessment, inventory assessment, education/trainings, and local exercises (with support from the assigned statewide Training & Exercise, Planning, and Operations Managers)
Support regional and/or jurisdictional emergency response as requested and needed
Major Activities - Statewide Logistics
Facilitate the establishment of regional focus groups based on assessment category (e.g., EMS, outpatient, public health, etc.)
Facilitate or support facilitation of focus group discussions
Document focus group results
Analyze results and document in report; ensure integration of report into planning activities/documents in conjunction with Statewide Planning Manager
Inventory Assessment / Maintenance
Develop inventory categories (e.g., med sleds, PAPRs, decon tents, etc.)
Develop a method to survey members (target is hospitals, but could expand) to assess inventory; deliver survey at the regional level
Ensure member visibility into inventoried resources through either a database query or reports posted to BaseCamp
Maintain visibility into supply chain, including emergency management and clinical supplies, as well as pharmaceutical resources
Liaise with vendors and suppliers to remain informed and identify gaps in supply chain integrity
Staffing and Volunteer Resources
Identify supplemental staffing requirements/situations; research and collect information on staff sharing agreements, including volunteers
Work closely with the Emergency System for the Advanced Registration of Volunteer Health Professionals (ESAR-VHP) and the Medical Reserve Corps (MRC) to ensure rapid credential verification processes and address volunteer liability, licensure, workers compensation, scope of practice, and third-party reimbursement
Minimum education and experience: Bachelor's degree in relevant field and previous experience working on inter-dependent team; NIMS knowledge/experience
Preferred education and experience: Master's degree in public health or emergency management; volunteer management and/or emergency operations center experience; preferred certifications as CEM, CHEP, and/or FEMA IS coursework
The incumbent must be capable of developing and maintaining effective relationships with staff, volunteers, and coalition members (hospitals, healthcare facilities, emergency medical services (EMS), emergency management, and public health). Strong verbal and written communication skills required. Must contribute to a high-functioning team in a customer-service-oriented environment.
Position is effective 7/1/19 through 6/30/20 and may be renewed pending funding allocation for 7/1/20. Incumbent will be an employee of the Arizona Hospital and Healthcare Association with complete benefits package.
Remote work (away from the AzHHA office in Phoenix) is anticipated and expected. Manager will be responsible for workspace which should include occasional hoteling at member hospitals and/or local public health departments. (AzHHA will assist with navigation as needed.) Attendance at monthly staff meetings and quarterly Coalition Advisory Board meetings in Phoenix is expected. Mileage will be reimbursed. Laptop computer (networked) will be provided.
